Alumnus Zapata Named Deputy Minister for Defense Policy in Peru

CEU alumnus Librado Orozco Zapata (IRES '02), has been appointed Deputy Minister for Defense Policy in Peru.

Librado is a career diplomat and ambassador with the Diplomatic Service of Peru. His academic background includes study of Arts and Law at the Pontificia Universidad Catolica del Peru; a postgraduate degree in International Relations from the University of Oxford; and a master's in International Relations and European Studies from CEU and New York State University. Additionally, he holds a PhD in Contemporary History at the University of Szeged.

Librado served with the Permanent Mission of Peru to the United Nations in New York, having participated in the sessions of the Security Council. In the Ministry of Defense of Peru he has served as Director of Multilateral Affairs and Director General of International Relations.

Similarly, Librado worked in the areas of Strategic Planning, Political Affairs, Peruvian Communities Abroad and the Office of the Minister of Foreign Affairs. He has also served in the embassies of Peru in the former Soviet Union, the Russian Federation, Hungary and Canada.

The CEU alum has also participated in important global forums related to security and defense, including the Institute of Higher Studies of National Defense (Paris, France); the George C. Marshall European Center for Security Studies Department of Defense. UU. the Ministry of Defense of Germany; and the National Defense University (Beijing, China).
